7th CPC Pay Matrix or 7th Pay Matrix table for central government employees. The 7th Pay Commis­sion has introduced a new pay fixation method called “Pay Matrix” for all categories of employees working in central government services except those in central armed police forces, defence personnel, paramilitary forces, etc… Earlier, the 6th CPC had introduced a new Grade Pay Chart & Running Pay Band System.

7th pay commission Pay Matrix (7th CPC pay matrix) table for central government employees

As per the 7th Pay Commission Report, the pay structure in Central Government Services shall be revised based on the recommendations given in Annexure-VII of the report. A pay matrix has been prepared to keep in mind the changes brought about by the implementation of the Seventh Pay Commission of India. The new pay matrix provides for seven broad categories of pay grades along with sub-categories within each category.

In addition, there are four sub-categories within the Grade Pay Band B–C. This includes the following:

Grade Pay Band B – Rs.5200-Rs.9100

Grade Pay Band C – Rs.4500-Rs.8500

Grade Pay Band D – Rs.3500-Rs.7500

Grade Pay Band E – Rs.2500-Rs.5500

These pay bands are further divided into different sub-bands. For example, Grade Pay Band B contains six sub-bands; namely, Sub-Band I, II, III, IV, V & VI.

7th Pay matrix Applicability ( 7th CPC Matrix Applicability)

The pay matrix is applicable to all central government employees including those working under the ministries of defence, finance, law and justice, home affairs, health and family welfare, personnel, public enterprises, sports, tourism, railways, civil aviation, shipping, road transport and highways, telecom, science & technology, environment protection, urban development, housing & town planning, panchayati raj, agriculture, commerce, industry and labour, external affairs, social security and empowerment of SC/ST communities except those in central armed police forces, defence personnel, paramilitary forces, etc.

This matrix has been prepared to take into account the recommendations of the Seventh Pay Commission and the modifications arising out of the implementation of the recommendations of the Sixth Pay Review Committee.

7th CPC Pay matrix (7th CPC matrix) advantage includes the following:

The 7th Pay Commission Pay Matrix is designed to simplify the fixation of Revised Pay and Grade Pay. This pay scale is based on the principle that the basic pay of an employee shall be increased uniformly across all grades and pay bands. In addition, it ensures that the differential entry pay of employees is eliminated. All employees are placed on the same pay scale irrespective of the length of service.

This pay matrix has been prepared taking into account the recommendations given by the 7th Central Pay Commission.

7th CPC (Pay Commission) Matrix consists of 1-18 levels and 1-28 index to replace the Grade Pay System and Simplified the calculation of salary upon increment, promotion, and/or macp/acp.

7th Pay Commission matrix levels and previous grade pay system is shown below to understand the replacement of the previous structure with the 7th CPC matrix.

1. Grade Pay 1800 to 2800 – Level 1 to Level 5

PB-1 (5200 to 20200) GP Level

2. Grade Pay 4200 to 5400 – Level 6 to Level 9

PB-2 (9300 to 34800) GP Level

3. Grade Pay 5400 to 7600 – Level 10 to Level 12

PB-3 (15600 to 39100) GP Level

4. Grade Pay 8700 to 10000 – Level 13 to Level 14

PB-4(37400 to 67000) GP Level

5. No Grade Pay – Hag Scales

Level 15 to Level 18 PB Level

Distinctive features of the 7th Pay Matrix Table

The 7th Pay Commission has unveiled a new pay fixation table called “Pay Matrix”. This matrix will replace the existing Grade Pay Scale and running pay band tables. The commission has stated that the new matrix will provide better clarity on salaries and will help in fixing salary norms across departments.

Under the new framework, there will be four different pay bands – Rs 10,200 -Rs 21,400; Rs 22,600 -Rs 31,900; Rs 32,100 – Rs 39,800; and Rs 40,300 – Rs 53,700. These will be applicable to all government jobs except those in central armed police forces, defence personnel, paramilitary forces, etc.

The commission has further stated that the new pay matrix will provide benefits like grade pay fixation based on experience, promotion eligibility, performance appraisal, etc. Also, it will give the option of choosing one of three options – fixed, variable, or flexible.

In addition, the commission has stated that the pay matrix will have separate columns for allowances such as Dearness Allowance, Gratuity, Family Pension, House Rent Allowance, etc.

What is the Minimum Pay?

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, approved the recommendations to increase the minimum monthly wages of central government employees to Rs 18,000 per month.

According to the Ministry of Finance, the total number of central government employees in India stood at about 7.2 million people in 2016. Of these, 2.4 million are working under the Indian Railways while another 1.6 million work in the defence sector. There are around 500,000 state government employees and nearly 2.5 lakh village-level workers.

What is the Fitment factor?

The fitment factor is the percentage that will be added to the basic salary of every employee and retired worker according to the 7th CPC pay matrix.

In case you are wondering what it is, here is how it works:

For example, say a person makes Rs 10,000 per month as his/her basic salary. If he/she gets a promotion and now earns Rs 12,500 per month, the new fitment factor used for calculating the monthly increment is 2.57.

This means that the person’s salary will increase by Rs 2800 per month as you calculate using 7th CPC pay matrix.

If the same person retires after 25 years of service and receives a pension of Rs 5,000 per month, the amount of the pension will be increased by Rs 1440 per month.

So, the total pension payout will be Rs 4,560 per month as you calculate using the 7th CPC pay matrix.

Now, add the pension amount to the person’s basic salary of Rs 10,000 per month and you’ll get Rs 14,560 per month. This is equivalent to Rs 14460 x 2.57 Rs 28860.
